Central to this success is the remarkable improvement in Sri Lanka’s Investor Relations Country Score. The nation recorded an increase of 6.3 points over the previous year’s assessment, propelling its overall standing to an impressive 43.67 out of 50. To contextualise this progress, it is instrumental to observe the trajectory of these scores over the preceding years. In 2023, the score resided at a modest 25.2, which incrementally climbed to 28.21 in 2024 and 37.33 in 2025. This score is derived from a rigorous evaluation of various parameters, including the availability and timeliness of macroeconomic data, the accessibility of senior policymakers to international investors, and the structural integrity of the nation’s debt management frameworks. The Instrumental Role of the Public Debt Management Office

The primary catalyst for this rapid improvement has been the Public Debt Management Office (PDMO). Established with the mandate to centralise and streamline the management of sovereign obligations, the PDMO has been instrumental in enhancing debt transparency. Through the regular publication of granular debt statistics, including maturity profiles, currency compositions, and interest service requirements, the office has mitigated the information asymmetry that previously hindered investor confidence.

Furthermore, the PDMO has successfully implemented a formal Investor Relations Programme (IRP), which facilitates a continuous dialogue between the government and the global investment community.
