Sri Lanka and Cambodia are strengthening their longstanding relationship through a renewed programme of diplomatic, economic and community engagement, with particular attention being given to the welfare of Sri Lankan nationals living and working in Cambodia.

The latest development followed a series of high-level and community engagements in Phnom Penh by Ambassador of Sri Lanka to the Kingdom of Cambodia, with residence in Bangkok, E.A.S. Wijayanthi Edirisinghe. The visit reflected Sri Lanka’s continuing commitment to expanding practical cooperation with Cambodia while ensuring that Sri Lankan nationals abroad have access to appropriate consular assistance, institutional guidance and community support.

At the centre of this renewed engagement is the official inauguration of Sri Lanka’s new Honorary Consulate in Phnom Penh, led by Honorary Consul Pily Wong. The establishment of the consulate represents an important expansion of Sri Lanka’s institutional presence in Cambodia and provides a dedicated platform through which consular coordination, business engagement and community relations can be developed more effectively.

New Honorary Consulate opens a welcoming channel

The Honorary Consulate is expected to serve as an accessible point of contact for Sri Lankan nationals in Cambodia, complementing the work of the Embassy of Sri Lanka in Bangkok and supporting coordination with Cambodian authorities.

Under the leadership of Pily Wong, the consulate will assist in strengthening communication between Sri Lankan nationals, diplomatic representatives and relevant Cambodian institutions. Its responsibilities are also expected to extend beyond routine consular coordination, encompassing the promotion of trade, investment, tourism, cultural exchanges and people-to-people relationships.

During her engagements in Phnom Penh, Ambassador E.A.S. Wijayanthi Edirisinghe met with Cambodian officials to discuss the future direction of bilateral relations and matters concerning Sri Lankan nationals.

A courtesy call was made on EAT Sophea, Permanent Secretary of State of Cambodia’s Ministry of Foreign Affairs and International Cooperation. The meeting reaffirmed the mutually beneficial relationship maintained by Sri Lanka and Cambodia since the establishment of diplomatic relations in 1952, while also recognising the shared cultural and religious heritage that continues to connect the two countries.

The discussions covered trade and investment, tourism, culture, consular matters and people-to-people connectivity. Particular importance was placed on creating stronger links between the business communities of Sri Lanka and Cambodia, as well as expanding cooperation in tourism, including religious and cultural tourism.

The Ambassador also coordinated with officials of the Consular Affairs Division of Cambodia’s Ministry of Foreign Affairs and International Cooperation on matters relating to Sri Lankan nationals. Such engagement demonstrates the value of direct institutional communication, especially when consular assistance, immigration requirements and other practical matters require cooperation between authorities.

The discussions further included engagement with Nellie Ghusayni, Chief of Mission of the International Organization for Migration in Cambodia, concerning Sri Lankan nationals requiring support. The focus on welfare, immediate needs and safe return arrangements illustrates the importance of coordinated assistance for Sri Lankan nationals who may face difficulties while living or travelling abroad.

Community engagement remains a central priority

A significant aspect of the Ambassador’s visit was her meeting with members of the Sri Lankan community at the newly established Honorary Consulate. The gathering provided an opportunity for Sri Lankan nationals living and working in Cambodia to share their experiences, raise concerns and discuss ways in which community knowledge could contribute to stronger relations between the two countries.

Ambassador Edirisinghe encouraged Sri Lankan nationals to maintain close links with the Embassy of Sri Lanka and to make constructive use of their professional expertise, business networks and local knowledge. Sri Lankan professionals and entrepreneurs in Cambodia are well placed to identify opportunities in sectors such as tourism, education, logistics, technology, agriculture, manufacturing and services.

The possibility of establishing a Sri Lanka Business Chamber in Cambodia was also explored. Such a chamber could provide a structured platform for Sri Lankan businesses and professionals, encourage business-to-business engagement and help identify practical opportunities for investment and commercial cooperation.

A stronger community network could also assist new arrivals by making it easier to access reliable information, identify professional contacts and maintain cultural connections. In this respect, the Honorary Consulate has the potential to become a focal point for both formal assistance and constructive community participation.

Sri Lanka and Cambodia have also agreed to advance institutional cooperation through the proposed first round of bilateral consultations between their respective Foreign Ministries.

The consultations are expected to be convened before the end of 2026, in accordance with the Memorandum of Understanding on Bilateral Political Consultations signed in 2019. Regular consultations can provide a dependable framework for reviewing existing cooperation, identifying new areas of shared interest and ensuring that official communication remains consistent and forward-looking.

The two countries also discussed the importance of information exchange and cooperation in suppressing online scam crimes. This area of collaboration carries direct importance for the safety of individuals, businesses and families who depend increasingly on digital communication and international financial services.

Improved information-sharing arrangements can help authorities respond more efficiently to emerging threats, while stronger public awareness can assist Sri Lankan nationals and Cambodian citizens in identifying fraudulent approaches. The emphasis on cooperation in this field reinforces the broader principle that international relationships should deliver practical benefits to ordinary people, not merely formal diplomatic symbolism.

Opportunities in trade, investment and tourism

The renewed relationship between Sri Lanka and Cambodia presents considerable potential for commercial and cultural exchange. Sri Lanka’s globally recognised tea, apparel, rubber products, food items and tourism expertise can complement Cambodia’s expanding economy and established regional connections.

Tourism is another promising area. Sri Lanka’s historic cities, ancient Buddhist sites, coastal landscapes and wildlife reserves offer distinctive experiences for Cambodian visitors, while Cambodia’s temples, cultural heritage and historic locations provide attractive opportunities for Sri Lankan travellers.

Shared links through Theravada Buddhist traditions create a further foundation for religious tourism and cultural understanding.
