Shelton’s statement in one of the forums that Sri Lanka has become “a slave of India” through “secret pacts” is the kind of dramatic language that often circulates online, but it doesn’t hold up well against the facts. The reality is quite different: no officially confirmed secret defence pact exists, and the agreements made

with India in recent years are publicly documented—though sometimes not clearly communicated.

The controversy largely arises from incomplete disclosure rather than deliberate betrayal.

In 2022, two Indian defence transfers—a floating dock and a Dornier aircraft—were uncovered only after they happened, allowing the opposition to suggest they were secretive deals.

This oversight has contributed to a persistent narrative.

During Prime Minister Narendra Modi’s visit, the major agreements signed in April 2025 were shared openly.

The Defence Cooperation Agreement, the first since independence, emphasises collaboration through joint training, exercises, and information sharing. It clearly states that there will be no Indian military bases, respecting sovereignty, and that it can be ended with just three months’ notice. Additional MoUs focused on areas like energy, digitalisation, healthcare, and connecting the Mannar–Tamil Nadu power grid, highlighting a broad and positive partnership.

These are important strategic decisions, not secret concessions. The government stresses that it has not surrendered any sovereignty, and Sri Lanka proudly continues its defence cooperation with several countries—not just India.

The core challenge here is about trust. Understandably, Sri Lankans feel cautious when agreements are shared late or aren’t explained clearly. Economic difficulties can make everyone more suspicious, and unfortunately, political figures sometimes exploit these feelings.

Fear shouldn’t dictate a country’s foreign policy. Sri Lanka’s position geographically calls for working closely with India, and this cooperation must remain open, well-discussed, and responsible.

The real risk isn’t forming partnerships, but the spread of misinformation that can cloud the truth. Sri Lankans have the right to clear and honest information—nothing less.
