The landscape of international trade and enterprise development in South Asia has entered a transformative phase, marked by strategic institutional collaborations aimed at bolstering domestic economic competitiveness. In a concerted effort to elevate domestic commercial capabilities to global standards, the Sri Lanka Export Development Board (EDB), operating in strategic partnership with the International Finance Corporation (IFC) and supported generously by the European Union (EU) under the comprehensive “Accelerating Climate Smart and Inclusive Infrastructure in South Asia (ACSIIS)” programme, has officially inaugurated the third cohort of ‘ExpoScaleUp’. This flagship capacity-building initiative is meticulously designed to equip high-potential Sri Lankan small and medium-sized enterprises (SMEs) with the necessary strategic acumen, operational resilience, and market-oriented frameworks required to successfully penetrate and thrive within competitive international markets.

The contemporary global marketplace demands rigorous standards of compliance, strategic foresight, and agile marketing methodologies. Recognizing these multifaceted challenges, the newly launched four-day intensive programme successfully convened twenty-five high-potential SMEs carefully selected from diverse industrial sectors across the island nation. Throughout this rigorous engagement, participating enterprises were guided through the systematic development of practical, market-oriented Export Marketing Plans.

Expert guidance was delivered directly by an internationally recognised export marketing specialist hailing from the Netherlands, whose specialized insights were further reinforced by a dedicated and thoroughly trained EDB coaching team. This blended pedagogical approach ensures that theoretical commercial concepts are effectively translated into actionable, measurable business strategies, enabling local producers to understand intricate international consumer behavior, regulatory compliances, and supply chain logistics.

Building Upon a Foundation of Proven Success

To fully appreciate the significance of the third cohort, one must examine the remarkable trajectory established since the inception of ExpoScaleUp in January 2025. As a cornerstone component of the broader Sri Lanka Export Excellence Initiative (SLEEI), a joint enterprise implemented collectively by the EDB, IFC, and the EU, ExpoScaleUp was conceived to systematically address systemic barriers impeding small business internationalisation.

Over its initial two cohorts, the programme has provided comprehensive institutional support to fifty pioneering SMEs. The tangible outcomes generated thus far serve as a testament to the efficacy of structured public-private partnerships and international development cooperation:

  • Direct Export Generation: Five participating companies successfully secured their inaugural international export orders, transforming regional operations into globally active enterprises.
  • International Accreditation: Thirty-eight enterprises achieved vital, internationally recognised certifications, enabling compliance with stringent global quality, safety, and environmental benchmarks.
  • Global Market Exposure: Numerous businesses were facilitated in joining prestigious international trade fairs and overseas market exposure missions, forging invaluable B2B linkages across foreign jurisdictions.

These quantifiable achievements underscore the profound value of combining multi-tiered capacity building, customized mentorship, and targeted financial and technical assistance. By bridging structural capability gaps, the initiative ensures that domestic enterprises are not merely participating in local commerce, but are actively positioned as competitive contenders on the world stage.

Leadership Vision and Strategic Imperatives

Speaking at the inaugural ceremony of the third cohort, EDB Chairman and Chief Executive Officer Mangala Wijesinghe articulated the overarching vision governing these developmental interventions. Emphasizing the critical juncture at which the nation’s industrial sector currently stands, Mr Wijesinghe noted that structured initiatives such as ExpoScaleUp are entirely indispensable in assisting Sri Lankan SMEs to successfully transition from raw export potential to sustained export success.
