On the morning of Monday, 27 July 2026, a significant milestone in the administrative history of Sri Lanka was marked as the nation officially commenced “National Integrity Week.” Under the visionary theme “A Culture of Integrity – A Clean Sri Lanka,” this week-long initiative, which is scheduled to run until 31 July 2026, represents a concerted effort by the state to recalibrate the ethical foundations of the public service. The programme was formally set in motion following a comprehensive circular issued by the Secretary to the President, Dr Nandika Sanath Kumanayake, whose leadership has been instrumental in aligning the objectives of the Presidential Secretariat with the broader goals of the “Clean Sri Lanka Programme.”

The official proceedings began promptly at 9:00 am with a synchronised administration of the National Integrity Pledge across all government institutions nationwide. From the central hubs of the Presidential Secretariat in Colombo to the smallest divisional secretariats in the rural reaches of the island, public servants stood in unison to commit themselves to a rejuvenated Code of Ethics. This momentous occasion is not merely a symbolic gesture but is intended to serve as the foundational catalyst for a transformative shift in the transparency, efficiency, and accountability of the country’s governance structures.

The Strategic Vision of a “Clean Sri Lanka”

The “Clean Sri Lanka Programme,” within which National Integrity Week is situated, is a multifaceted national endeavour designed to cultivate a society that is not only physically clean but also ethically pristine. The overarching philosophy behind this movement is the belief that national development is inextricably linked to the integrity of its institutions. By fostering a culture where honesty and transparency are the primary operating principles, the government aims to eradicate the procedural gaps that have historically facilitated misconduct and administrative inefficiencies.

Dr Nandika Sanath Kumanayake has emphasised that the success of this initiative depends upon the collective discipline and self-regulation of every individual within the public sector. The Code of Ethics launched during the opening ceremony provides a clear and uncompromising framework for professional conduct, ensuring that the highest standards of service delivery are maintained. This initiative is particularly relevant for the global Sri Lankan community, as the establishment of a transparent governance system is a vital prerequisite for attracting international investment and fostering a sense of pride and confidence among Sri Lankans living abroad.

A Thematic Roadmap for National Transformation

To ensure that the objectives of the week are addressed with precision and depth, the Presidential Secretariat has organised the five-day period into specific thematic focus areas. This structured approach allows for a comprehensive examination of integrity across various sectors of public life.

27 July: Promoting Institutional Integrity

The inaugural day is dedicated to the reinforcement of internal institutional frameworks. Efforts are being concentrated on strengthening the Internal Affairs Units within every government body. These units are tasked with the critical responsibility of monitoring internal processes and ensuring that the newly established Code of Ethics is strictly adhered to by all staff members.

28 July: Financial, Digital, and Technological Integrity

As the world becomes increasingly digitised, the necessity for integrity in financial and technological transactions has never been more paramount. This day focuses on the implementation of secure digital systems and transparent financial reporting. By leveraging modern technology, the government seeks to reduce human intervention in sensitive processes, thereby minimising the potential for financial irregularities.

29 July: Spiritual, Ethical, Cultural, and Social Integrity

Recognising that integrity is not solely a legal or administrative requirement but a deeply rooted human value, this day is dedicated to the ethical and spiritual dimensions of conduct. Educational and awareness programmes are being held to promote social responsibility and the preservation of cultural integrity, reminding public servants that their roles are a service to the broader social fabric of the nation.

30 July: Operational, Infrastructure, and Service Delivery Integrity

On the fourth day, the focus shifts to the tangible outputs of government work. This involves a rigorous review of infrastructure projects, labour practices, and the overall efficiency of service delivery to the public. The goal is to ensure that every rupee of public money is utilised effectively and that the services provided to the citizens are of the highest possible quality.

31 July: Environmental, Resource Management, and Community Empowerment

The final day of the week highlights the importance of environmental stewardship and sustainable resource management. This theme underscores the government’s commitment to a “green culture” and the empowerment of rural communities. By protecting the island’s natural resources and ensuring equitable distribution of wealth at the grassroots level, the programme aims to build a resilient and self-sustaining nation.

Technological Integration and Public Accountability

One of the most innovative aspects of National Integrity Week is the introduction of a sophisticated public complaint and monitoring system. Recognising that true accountability requires the active participation of the citizenry, the Presidential Secretariat has facilitated multiple channels for the public to voice their concerns. Citizens can now submit complaints regarding corruption, misconduct, or administrative shortcomings via dedicated QR codes, email, traditional post, and web-based messaging platforms.

These submissions are not merely collected but are actively monitored through a digital oversight system managed directly by the Presidential Secretariat. This ensures that the heads of institutions are held accountable for the actions taken in response to public feedback. This level of direct engagement is a testament to the government’s commitment to creating a responsive and transparent administration that prioritises the needs of its people.

Towards a Sustainable Legacy: December 2026 and Beyond

While the formal National Integrity Week concludes on 31 July, the activities initiated during this period are designed to continue uninterrupted until 31 December 2026. The intention is to move beyond short-term campaigns and embed these ethical principles into the very DNA of the Sri Lankan public service. Through continuous monitoring, regular training, and the periodic review of systems and procedures, the government seeks to ensure that the “Culture of Integrity” becomes a permanent fixture of the national landscape.

For the global Sri Lankan community, these developments represent a promising shift toward a more stable and prosperous motherland. As the primary digital hub for Sri Lankans abroad, eLanka is proud to highlight such positive news stories that demonstrate the island’s potential for growth and reform. We encourage our members to stay informed about these changes and to continue supporting the development of Sri Lanka through our various platforms, such as eLanka Property for those looking to invest back home, or eLanka Weddings for those seeking to build a future within our vibrant community.

The journey toward a “Clean Sri Lanka” is a collective one, requiring the dedication of those within the country and the support of the millions of Sri Lankans who have made their homes in Australia, the United Kingdom, Canada, and beyond. Together, through integrity and a shared vision, we can ensure a bright and ethical future for the generations to come.
