The Sri Lanka Foreign Service Association (SLFSA) has provided funding for two community welfare projects: a reverse osmosis (RO) water purification plant planned for Palagala in Anuradhapura District, and improvements to Kattuwa Railway Station in Negombo. The initiatives, announced following a handover ceremony at the Ministry of Foreign Affairs, Foreign Employment and Tourism on Monday, 26 October, focus on practical services for communities beyond Colombo.
Together, the projects address different everyday needs: access to safe drinking water in a district affected by chronic kidney disease of unknown aetiology (CKDu), and better facilities for people using a local railway station. The ceremony and funding handovers were reported by Newswire and corroborated by Daily FC.
A water project for Palagala
At the Ministry ceremony, Foreign Minister Vijitha Herath and members of the SLFSA handed a cheque to Sri Lanka Navy Director General (Services) Rear Admiral H. I. A. Gunawardena. The funding will support the Navy’s installation of an RO water purification plant for the Thushara Funeral Aid Society, No. 668, in Palagala, Anuradhapura.
Once installed, the plant is expected to provide safe drinking water to approximately 406 families, or more than 1,750 people. Its intended reach makes the project a significant community resource: the facility is planned not for a single household or institution, but to serve a substantial number of families in the surrounding area.
The Ministry of Foreign Affairs noted that Anuradhapura is among the districts most affected by CKDu. In that context, access to safe drinking water is an important public-health measure, and the plant is intended to help reduce community exposure to potential risk factors associated with the disease. The project does not replace broader health and water-management efforts; rather, it is a practical contribution to improving access to treated water.
The funding was made possible through contributions from members of the Diplomatic Corps, Khuzaimah Jafferjee, Vice President of the Anjuman E Saifi (Sri Lanka) Trust, and CHEC Port City Colombo (Private) Limited. The contributions were initially made in support of the Annual Diplomatic Bazaar and Cultural Extravaganza, which could not be held as scheduled because of unforeseen circumstances. The SLFSA was able to redirect that support towards the water project.
The arrangement brings together donors, the association and the Sri Lanka Navy, with the Navy undertaking the installation. For the Palagala community, the planned facility has the potential to provide a dependable local point of access to purified drinking water once the installation is complete.

Community-led improvements at Kattuwa Railway Station
A second handover at the same ceremony will support the modernisation of Kattuwa Railway Station in the Negombo area. SLFSA President Anzul Jhan presented a cheque worth Rs. 1 million to representatives of the Palagathurai Village Development Society.
The funds, contributed by SLFSA members, will support an initiative spearheaded by the Kattuwa Railway Family committee. Its planned improvements include renovating sanitary facilities, repainting the station premises, providing drinking water and enhancing the station’s overall appearance. The work is intended to make the station more convenient for local and foreign passengers.
The Palagathurai Village Development Society will oversee implementation. This community role is central to the project: local stakeholders are positioned to coordinate the planned work and address facilities used regularly by passengers. The initiative also forms part of a wider government programme to upgrade railway infrastructure across Sri Lanka.

Improvements such as clean sanitary facilities, access to drinking water and a well-maintained station environment can make a practical difference to daily journeys. They also help shape the first impressions of visitors arriving by rail. While the project’s specific upgrades are planned, its community-led approach provides a clear framework for responding to local passenger needs.
A shared focus on everyday welfare
The two initiatives differ in scale and purpose, yet both concentrate on essential community services. In Palagala, the proposed RO plant is designed to extend access to safe drinking water in an area where public-health concerns make water quality especially important. In Negombo, the station project focuses on the quality and usability of public transport facilities.
The ceremony was attended by Indonesian Ambassador to Sri Lanka and the Maldives Dewi Gustina Tobing, senior Navy officers, Health Ministry representatives, Foreign Ministry officials and SLFSA members. Their attendance accompanied the handovers, while the projects themselves remain centred on the communities expected to benefit.
For Sri Lankans at home and abroad who follow community welfare initiatives, the funding offers an example of how professional associations and contributors can support local needs through practical partnerships. The planned work in Palagala and Kattuwa is grounded in identifiable outcomes: a water purification facility intended to serve hundreds of families, and improvements to a station used by passengers.
The next measure of success will be the completion of the installations and upgrades, followed by their sustained value to the communities they are intended to serve. Both projects underline the importance of community participation, careful implementation and reliable public services.
