Overseas Realty (Ceylon) PLC has announced the launch of Havelock City Residences, the fifth and final phase of its integrated Havelock City development in Colombo. The project’s concluding residential phase brings the wider development closer to completion, marking a significant milestone in a city project that combines homes, retail, commercial space and landscaped grounds.

The official launch was celebrated at an event held on 29 October 2026 at Hilton Colombo, attended by invited guests. The company reported that 50 per cent of the apartments had been pre-sold before the official launch, indicating early buyer interest in the final phase and the wider Havelock City proposition.

The residences are part of an 18-acre development distinguished by seven acres of landscaped gardens, described by the company as the largest single enclosed green space in Sri Lanka. In a dense urban setting, the extent of dedicated green space is a notable feature of the project, placing shared outdoor grounds alongside residential, commercial and retail facilities.

A final phase within a larger Colombo development

Havelock City Residences completes the fifth phase of the development. The project has been designed by Singapore-based P&T Group and is planned to include two-, three- and four-bedroom apartments, as well as penthouses. The designs are intended to make use of natural light and ventilation while providing privacy and views.

The launch is therefore not simply the introduction of another residential building, but the next step in bringing the wider development’s original integrated concept towards completion. With the final phase, Havelock City’s residential offering is set to sit alongside the existing mall, office tower and landscaped areas within one Colombo address.

Green space and shared amenities

The seven acres of landscaped gardens form a central part of the development’s identity. Walking and jogging paths are among the planned resident amenities, providing outdoor recreation within the grounds rather than requiring residents to travel elsewhere for a garden setting. In an increasingly built-up city, the provision of substantial landscaped space also illustrates how integrated developments can balance residential density with areas for outdoor use.

The reported facilities include gymnasiums, squash courts, banquet halls and dedicated spaces for socialising and relaxation. These shared amenities are intended to serve a range of everyday and community needs, from exercise to gatherings. The project also includes a curated assisted-living concept, which the company says is designed to promote accessibility, independence, safety and security at different stages of life.

The assisted-living element adds a further dimension to the development’s planning. While the company’s announcement outlines the intended focus on accessibility and independence, prospective buyers will naturally wish to review the detailed service arrangements and facilities as further project information becomes available.

A connected urban setting

Havelock City Mall and Mireka Office Tower are integrated within the wider development. Their presence means residents are planned to have convenient access to shopping, dining, entertainment and everyday essentials within the precinct. The combination of residential, retail and office uses reflects an approach to urban development in which day-to-day destinations are located close to homes.

Such integration can be significant for Colombo’s evolving urban landscape, where convenience, transport connections, open space and the quality of shared facilities all contribute to how residents experience city living. The Havelock City model brings these elements together within one development, though the practical experience for residents will ultimately be shaped by the completed facilities and their ongoing management.

Pravir Samarasinghe, Director and Group Chief Executive Officer of Overseas Realty (Ceylon) PLC, described the final phase as a milestone in the project’s development:

> “The launch of Havelock City Residences marks a defining milestone in our journey to realize the vision of Havelock City as Colombo’s most sought-after integrated living destinations. As the fifth and final phase, Havelock City Residences brings this vision to its culmination, offering homeowners a rare combination of space, greenery, connectivity, and contemporary luxury within an established community. We are proud to bring this final chapter to market and look forward to welcoming more elite residents to the Havelock City community.”

Developer, management and project timeline

Havelock City Residences is being developed by Overseas Realty (Ceylon) PLC, the company behind both Havelock City and the World Trade Center Colombo. The project is to be professionally managed by Realty Management Services, a wholly owned subsidiary of Overseas Realty. The company says its management support will include ongoing property management, as well as assistance with rental and resale services.

The project is expected to be completed in November 2030. That timeline gives prospective purchasers a multi-year horizon before the residences are ready, and further details about availability, specifications and the completion process can be checked through the official Havelock City website.

The reported pre-sales suggest that the final phase has attracted interest ahead of its public launch, while the seven acres of gardens and integration of homes with retail and office uses remain central features of the development’s identity. These details may be of interest to Sri Lankans living overseas who are considering a future home in Colombo, a place to stay during visits, or a property purchase for other purposes. As with any significant property decision, interested readers should consult the developer for current details and undertake their own independent assessment before making commitments.

The launch marks the next chapter in the completion of a prominent Colombo development. Its eventual contribution to the city will be measured not only by the buildings, but also by how successfully its green spaces, amenities and integrated facilities serve the community over time.
