PPP is a long-term arrangement between government and the Private Sector Institutions or vice versa to start up a project; it involves private capital financing government projects up-front and then recovering from tax payers and/or from profits of the project-this and many other pacts available may be negotiated and agreed upon by stake holders.
It would appear that such a collaboration is like trying to mix oil and water in that the public sector will not have the daring to do business that a private sector has-unless it is a communist regime where daring is replaced by Cohesive Force to push employees to contribute to profit! In such a mix public capital is best utilized for construction and acquisition of equipment and not so much for management; a board with the required expertise will have to consider each project case by case before entering into PPP.
It would seem no uniform definition of a PPP has been reached yet-but due to the flexible usage of capital and entrepreneurship-and due to societal and international pressures such as new public management methods-PPPs will have to be adopted in order to close the gap between capitalistic/communistic extremes and neo-liberalistic views now in vogue.
Apart from dilly-dallying with various methods to please masses and obtain votes to win elections/ the country was brought to the brink of bankruptcy; the present regime should shake themselves before getting into that native stupor of acceding to karma etcetera and continue being brazed to deliver the responsibility placed on their shoulders and devolved on them to implement a studied economic policy-that will ‘Rev’ the economy with in a Jump-start.
Let us be aware of the extremes of communism-now Russia and China are veering away from and the extremes of capitalism-that will make the poor poorer and the rich richer-if no checks and balances are in place.
A high powered and knowledgeable Committee should be appointed to study suitable methods that should be adopted to implement PPPs to our economy.
