Brave Cop saves Russian Tourist from drowning at sea on March 27th 2013
A drug addict Russian tourist suffering with an acute mental disorder had attempted to drown his wife in the sea by dragging her into the sea waters amidst her screams. Many had tried to rescue the duo but had failed. Many including security guards, tourists and residents attempt to curb his attempt had proved futile. Police cop Wimal attached the tourist police had passed this spot seen many observers including beach boys were watching this drama. Even the other police personnel who had tried to handcuff him and bring ashore had failed .Police cop Wimal seen this drama had removed his police uniform and jumped into the sea.Only he could understand the Russian’s language having known many foreign languages.The Russian tourist having a mental disorder had wanted to kill himself. Police cop Wimal had reached the duo had initially assisted the wife of the drug addict initially, to be brought ashore. The drug addict Russian tourist with mental disorder has had injuries sustained from sea urchins and corals. Police cop Wimal had dragged him ashore with injuries sustained was screaming in pain. After bringing him ashore was rushed to hospital for treatment of wounds sustained by sea urchins. Sergeant Wimal Jayasekera was a key member in the Sri Lanka Elephant Polo team comprised of two others.A elephant Polo competition was organized by the Elephant Polo society in the year 2007 held in Galle where participants from seven countries participated v.i.z. Spain, India,Bangladesh,Ireland, Hong Kong and Singapore competed for the coveted trophy. Sergeant Wimal Jayasekera has had a Facebook account while in service where several senior Police officers were his Facebook friends. In his Facebook his friends among others were Police higher ups like Pushkumara Hewacottage (Ombusdman),Padkumara Ekanayake,Saman Dulshan Nagahawatta,Deshabandu Tennakoon ( Present acting IGP) ,Jayantha Kumara Pathirana etc. Lately he had also started an online English class via the Facebook having had many students who had gladly learnt English through his online classes which were all FREE conducted as a service to the non-affluent. for a number of sessions While in service he had uploaded a video clad in his police uniform in the social media platform through which he had brought to light many true stories which the senior Police personnel disliked. Perhaps Sergeant Wimal Jayasekera would not have known the gravity and that it was prohibited to publish secrets of the Police personnel in social media platforms according to ethics of the Police department. After he was interdicted Sergeant Wimal Jayasekera had posted more videos in social media platform bringing to light more and more irregularities the senior Police officer’s commit confirming that the overall discipline is at a low ebb. Despite having so many credentials he was made to remain stagnant for sixteen long years.He had worked with a ASP who is now a senior DIG while Sergeant Wimal Jayasekera is stagnant in the same position as Sergeant. In another video release recently Sergeant relates stories how HQI Tangalle Kapila Dharmapriya Senapathi de Silva obtained an expensive Jeep belonging to a member of parliament via Tiran Alles from the President’s secretariat premises.The registration book and other details have been changed by the perpetrators. Sergeant says if this is investigated both the HQI and the member of parliament could be arrested.
He also said this HQI has had connections with IGP CD Wickremaratne which he said with accountability, he is quoting. One of CD Wickremaratne’s cousins had lived opposite the Telecom office, in Galle ,hence via the HQI he had been getting everything needed for him. He also accused that this HQI had threatened an innocent old lady got her valuable property worth over a million for just one lakh. When the case was heard by SIU an inferior body via which the case was buried. He also added that if CD Wickremaratne did justice acting IGP Deshabandu would not be able to arrest two thousand odd suspects so soon. Sergeant added that he was very poor in administrative work and that was a reason a person like him was stagnated in service for sixteen long years.He brought to light about the activities of the last Police post at Mousakelle close to Nallathanni town,The police personnel take into their possession all bottles of arrack carried by the devotees of Sri Pada.Then they are compelled to buy a bottle of arrack for rupees six thousand which is another Police racket.it is reported that pilgrims enjoy drinks and smoke in the Norton Bridge dam, the police charge rupees five thousand as a bribe. All these information are conveyed to Sergeant from honest genuine Police personnel attached to police stations scattered in the Island.
In another recent video Sergeant Wimal Jayasekera asks when the listeners saw the Sinhala film ‘Ukthiya” produced by the Police department. He said it is fine story but should go deep into it to understand the story. Now he is lost to understand as to how suspects over two thousand have been arrested according to a list of drug addicts in a single day’s operation ‘Ukthiya’.It is surprising why the former IGP CD Wickremaratne could not achieve this. Was he a Baby, unable to take action from this long list which remains a mystery.There is another racket which he revealed. When a suspect was produced before the Weligama magistrate with only ten grams of Kerala Ganja when suspect had objected saying there was one hundred and twenty five grams in his possession. It is these balance Ganja seized are produced to magistrates when other suspects are caught and produced sans proved offences. The Police authorities are supposed to destroy upon seizure.Sergeant also accused the headquarters inspectors( HQI’s) in charge of police stations earn in irregular fashions and when they leave they own BMW’s, Benz cars etc. The subordinates therefore follow the HQI’s in accumulating wealth via bribes.In the same video Sergeant Wimal Jayasekera also commended the good done by the Walana anti-drug prevention unit for successfully carrying on raids.
This video after was uploaded the interdiction letter was served. Sergeant says he exposes the police nakedness. He adds he is a person who has exonerated from his within all hopes and he has nothing to lose.All happenings are temporary to all human beings. Though he has been in the same position for sixteen years he is well aware how easily many are promoted to higher grades.The speed is proved when ASP’s who were with him are now Senior DIG’s.Not the suitable are promoted but those ones liked .However in this context I have no hopes, people like me and I am contented of my honest service.One higher up advised me to meet the IGP .Had taken all certificates to show the aptitudes. But IGP was not there but in his place was a senior DIG.But I faced to many unfortunate incidents. I addressed the senior DIG in English which surprised him.To my disappointment this DIG added I hear your English as speaking in Tamil. It is natural for a DIG to get alarmed when a Sergeant speaks in English which he could not digest. I said I know a number of foreign languages too.The certificate taken contained proof of my ability which no other police personnel possessed. Unfortunately, this senior DIG did not want to view them even. Sergeant believed he may have thought speaking in English was the qualification.However a subordinate office checked. I had not had service interruption during the career.Once however senior DIG Lalith Jayasinghe reinstated me for vacation of post.It was revealed that owing to vacation of post served was the reason for not elevating him to higher positions.While serving the Ambalangoda station while returning home on my motor bike met with a serious accident, knew only later I was warded in hospital been unconscious. I had sustained many injuries with fractures. The medical team had issued medical certificates to cover the absence which is in accordance with the circular on leave when a officer meets with an accident while travelling to or from station.Despite this valid medical certificate issued by a medical board from my salary a sum of rupees fifty eight thousand was deducted. The Police officer who took this decision is now senior DIG .When appealed to him he refused though the government circular was flouted.However when another appeal was made when the next SSP took over the funds deducted were returned. This is proof of the drawbacks in administrative functions
For this accident the Rathgama Police had filed action against him in court.The charges were that owing to this accident two concrete posts were broken six asbestos sheets and four coconut rafters were broken. The judge had warned the charge sheeted officers not to do such allegations own police office.But the only damage to his bike was the breakage of the side mirrors. The person who was charged for this lapse was promoted to ASP thenas SP, then as Senior SSP.
For every Police employee there is what is called service list where all details while in service are included.He has not got any black mark, charge sheets which many have.But I have been commended eight times which too had not been taken into consideration which shows the weakness in administration. Sergent Wimal Jayasekera in this video elaborated on all his skills which he supported with certificates as detailed above.He had once given artificial respiration to a person who had hung himself and saved his life.This story was published in the Divaina Newspaper under the caption ‘Policiye Minisek’ for which a previous IGP had given him as a reward rupees fifty thousand. Many of other deeds of Sergeant have been published in many Sinhalese and English newspapers.He admitted that the Police Bosses could not digest them was hence one reason for not granting him promotions.He says some who were liked were promoted to Sub Inspector without the qualification even of the Police Sergeant course which the Sergeant possesses.In year 2008 Sergeant need to visit Switzerland for treatment of depression, His leave for this purpose was approved only under the condition he bought a lap top to the senior SSP Galle.On his return on seen him the SSP had got up from his seat had asked have you brought my lap top.But Sergeant had brought him two whisky bottles. He took revenge transferring from place to place within a matter of a few days for not bringing the lap top.. Unbelievably transferred to over fifteen stations abruptly. He admitted he needs no stars as stars are all above him.He is prepared to leave as he is spiritually empowered with an universal power.He believes many Police employees love him he does not care the top ranked personnel who dislikes him for reasons well known. However if his prowess were identified and justice delivered he should by now have three stars.But proud to remain a Police sergeant …These details courtesy his video of the 17trh June 2023 which was the reason for his interdiction posting on social media about the unfortunate happenings in the top level management in the Police.
In another video Sergeant explains the incident which occurred before the Elephant Polo competition .This was organised by Jeffry an Austrian national who owned a tourist hotel in upper Dickson road ,Galle.He is the President of Sri Lanka Elephant Polo society. As Elephant Polo competition was never held in Sri Lanka it was suggested to have a world championship in Sri Lanka as Sri Lanka possessed the most graceful Elephants at the Samanala grounds in Galle.It was suggested by Jeffry to compete in the proposed competition with the participation of a number of countries: America, Netherlands, Spain, Bangladesh, Singapore etc. Sergeant was the first person who wanted to participate but had to learn the behaviour of the elephants as it was added it was like sitting on a rock when on top of an elephant also needed to obtain vital information from the Elephant keepers. The trio had learnt the behaviour of the elephants for three days and began to learn the Elephant Polo sport which was foreign to Sri Lankans. It is the Elephant keeper who says in Elephant language to turn to where the ball is which a little bigger than a cricket ball.He sits along with the contestant on top of the elephant The stick resembles somewhat like a hockey stick manufactured in Congo made of a pipe like material. The strokes are made with one hand familiar to the contestant. For safety of the players around the body a rope is fixed to the elephant.It was recollected that Sussie American beautiful lady was next to alight on the elephant with the same safety measures. However unfortunately the elephant named Rani ran amok tried to bring Sussie to the ground when the elephant keeper desperately tried to calm the Elephant Rani.All people who had flocked to the Samanala grounds too were baffled were running berserk. Sussie was pulled down to the ground remained in between the four legs of the elephant ‘Rani’.It was the sergeant who bravely took up the challenge to draw Sussie between the four legs of the elephant to safety which was assisted by other onlookers. Sussie was taken in a jeep to the Karapitiya hospital.for treatment. Sussie disliked the facilities wanted to be admitted to a nursing home. Within twenty minutes Jiffry was able to get down a helicopter was admitted to Apollo hospital. In the meantime the elephant was searching for Sussie had damaged many cars belonging to tourist companies.All foreigners had decided to cancel this Elephant Polo competition. Sussie however had recovered in four day had returned to participate again. However it was Sri Lanka who won the coveted trophy while Spain was second. It was Sergeant Wimal who had been instrumental scoring five individual goals. There had been no cash prices as all expenses were borne by the participants.After everything was over Sergeant gad asked the elephant keeper why Sussie was attacked. He had said she may have had a menstruation period then which was confirmed by Suisie.That is why the elephant is classified as a clean animal.
In another video was uploaded by Sergeant explains for his appeal made to reinstate no action has been initiated perhaps as his talents and abilities are not recognised by the management of the Police which Sergeant Wimal Jayasekera believes is at an alarmingly low ebb.
