Sri Lanka has approved the construction of 55 new university hostels, including facilities at the University of Peradeniya, in a planned expansion of student accommodation intended to ease long-standing pressure on undergraduates and their families.

The announcement was made by Prime Minister Dr Harini Amarasuriya, who said that the programme would address a substantial gap in university infrastructure, particularly for students travelling from rural districts or studying far from their family homes. According to wider reporting on the programme, the 55 projects are expected to provide accommodation for approximately 16,000 university students.

The hostels have been approved and scheduled for construction; they should not be understood as completed facilities. A long-standing shortage of student accommodation

Sri Lanka’s university system has experienced sustained growth in student numbers, yet hostel capacity has not expanded at a comparable rate. Dr Amarasuriya stated that no new university hostel had been built for approximately 10 to 15 years, following a policy decision taken in 2015 not to construct hostels for university students.

During that period, the number of university students almost doubled, while hostel facilities and academic staff did not increase correspondingly. The result has been a difficult accommodation environment for students who cannot reasonably commute each day, particularly those entering universities outside their home districts.

Private accommodation can be costly, difficult to secure and uneven in quality, with greater pressure experienced in university towns where demand exceeds available housing. For families already managing transport, tuition-related expenses, food and other living costs, the absence of dependable university accommodation can become a serious barrier to educational opportunity.

The proposed hostel programme therefore represents more than a construction initiative. It is an investment in access, continuity and student welfare, because secure accommodation can allow students to remain near lecture halls, libraries, laboratories and other academic facilities without carrying the full financial burden of private rental housing.

Priority for universities outside major urban areas

According to the announcement, priority will initially be given to universities outside the main urban areas, where students face greater difficulties in finding suitable private accommodation.

This approach places emphasis on institutions serving students from a broad geographical area, including universities and campuses in regions where housing markets are less developed or where affordable rooms are limited. Renovation of existing facilities at Peradeniya

A hostel place can reduce commuting time, lessen transport costs and provide a more stable environment for study, particularly during examinations and periods of intensive coursework.

The benefit is likely to be especially significant for students from rural areas, estate communities and remote districts, where access to large university towns may require a permanent move. For such students, university admission can involve a second decision beyond selecting a course: whether affordable, safe and suitable accommodation can be found near the campus.

The planned hostels should not be viewed as a complete solution to every accommodation challenge. Their success will depend on transparent allocation procedures, appropriate maintenance, adequate wardens and support services, and the timely completion of construction. Nevertheless, the scale of the proposed programme offers an important opportunity to strengthen the practical foundations of higher education.

Dr Amarasuriya also stated that the highest-ever allocation for education had been made for 2025 and 2026, and expressed confidence that a similar allocation would be made for 2027.

For the hostel programme, continued funding will be essential, because the construction of 55 facilities involves a multi-year process encompassing design, procurement, site preparation, building work, furnishing and operational planning.
