Ingredients:

2 cups rice flour
1 cup freshly grated coconut
1 cup jaggery (or brown sugar)
1 cup water
1 teaspoon cardamom powder
Banana leaves or parchment paper, for steaming
Instructions:

Preparing the Jaggery Syrup:

In a saucepan, combine the jaggery (or brown sugar) with water.
Heat the mixture over medium heat until the jaggery completely dissolves, stirring occasionally.
Once the jaggery is fully dissolved, remove the syrup from heat and set it aside to cool.
Mixing the Ingredients:

In a mixing bowl, combine the rice flour, freshly grated coconut, and cardamom powder.
Gradually pour the cooled jaggery syrup into the dry ingredients, mixing well to form a thick batter. Adjust the consistency by adding more water if needed. The batter should be thick but pourable.
Steaming:

Prepare a steamer and line it with banana leaves or parchment paper.
Pour the batter onto the lined steamer, spreading it evenly to form a thick layer.
Steam the Weli Thalapa for about 20-25 minutes or until it is cooked through. You can check for doneness by inserting a toothpick into the center – if it comes out clean, it’s ready.
Cooling and Serving:

Once cooked, remove the Weli Thalapa from the steamer and allow it to cool slightly.
Cut the steamed Weli Thalapa into desired shapes – squares or diamonds are common.
Serve the Weli Thalapa warm or at room temperature as a sweet treat or snack.
Enjoy the delightful flavors and textures of homemade Weli Thalapa, a beloved Sri Lankan delicacy rich in tradition and taste!
